Google Workspace Sending Limits
Google explicitly forbids using Workspace for "bulk" or "spam" emails. They enforce hard limits on how many emails you can send per day.

The "Safe" Limit for Cold Email
Just because Google allows 2,000 emails per day does not mean you should send that many cold emails. Hitting the limit regularly will trigger automated spam filters and account suspension.
The Reality: For cold outreach to external, unverified contacts, cap your sending at 30-50 emails per inbox per day. If you need more volume, you need more domains and more inboxes (horizontal scaling).
